Walkable Scaffold Blocks are decorative DLC blocks that look like unwelded large-grid blocks. You can build them only if you have purchased the Decorative Pack 3 DLC.
Usage
Walkable Scaffold Blocks provide cheap lightweight 6-way structural support to ships and stations, and in contrast to Scaffold Blocks, they have a catwalk-like horizontal surface to walk on. For vertical movement, combine these Scaffolds with 
Scaffold Block Ladders.
In comparison, consider the hollow 
Scaffold Block instead if you just need blocks with mount points and no walkable surface. 
Grated Catwalks are functionally similar, but provide much fewer block mount points.

Walkable Scaffold Blocks exist for large grid only.
