Inertial dampeners are off if you turned them off while controlling your ship and it is travelling at speed (not sure what speed though). For example, you accelerate a ramming ship to top speed, deactivate the dampeners, and exit the cockpit, you will have your dampeners turned off to be at the same speed as the ship, making it easier to navigate (unless you're like me and end up sideways and lost in my ships)
